The NEW codes - they are exactly the same as the OLD ones as far as the few engineering classifications i have looked at are concerned, but with NZ in the title?

So, was this because he got an NVQ Level 3 but possibly through an informal route - how was this done -...

Depends what you want to do?

Skills assessment is necessary for some visas, e.g. GSM 175, where you need to have your skills/knowledge assessed to see if Australia want you or not.
