Thank you everyone! I agreed that I do intend to provide any of his financial / emergency needs,medical expenses (including visa insurance if needed),room and board,and would do so for the duration...

Thank You both for your input,I know it sounds confusing.I believe the person at the law office got lost in translation.The majority of the people in the office speak mainly Spanish,never answer...
