Ok,when you go to the office,there is no need to tell them if that is the person or not. They will require Telephone number for the receiver for sure. As NVC doesn't point any Tel.numbers you can use...

Personally, I filed the form that they required and went to DHL office and sent the form via DHL . As I mentioned ,NVC got my form via DHL within 4 days

Nope, it was valid by the time of my interview. I think this person talks generally about the returing petitons wheather they are expired or not. That's how i understood that. May be I am mistaken. :)

Yes I-864 is sent already. I live in Tbilisi,Georgia. Happening "great" things here by Russians.:)
