The obvious step to take is to have my wife petition pronto and then apply for reentry permit after he "lands". Thanks for helping me clarify that.

That will allow him to enter, be inspected and issued immediate PR in about 10 months.

My concern was / is that he has several more years of school...

So he could "land" and then get his PR status upon landing. Apply for reentry permit (how long does that take?) go back to Canada for two years, if he needs another year or...

@Boiler - But he is not ready. He still has a degree and certifications that he wants to finish in Calgary. It could be several more years before he gets his career organized and established.
