Okay, so apparently a Dutch basic insurance is required by law and the employer is not required to provide it. (I still don't know if he is required to control if the employees are insured though).

Thank you for your answer, chicagojlo. In the meantime it was suggested to try the city hall itself, not some office elsewhere in the city. We will see how this works out.

Hello! Switzerland has not joined Schengen yet, because a couple of EU countries required more time to ratify the treaty. It probably will next November.

To own a Swiss business is not a reason...
