That's consistent with what NYC applicants are being told on their receipt notices ("up to 540 days"). But since 16 to 18 months have not elapsed for anybody in that applicant pool, there's no way...

Sure, but that's my point - other things being equal (obviously there are many exceptions and variables here), the earlier a file is received, the earlier it is processed, because that's the order...

That's been my assumption as well. There's no reason that the slow pace of receipting should continue beyond the date of the fee increase, since the number of applications filed should have returned...
