I have been in Tauranga for a couple of years now and still havnt quite figured out the city.
It seems clear that it is divided in two with the beach towns on one side that include Mount Maunganui...

My Kiwi wife and I moved to Tauranga 2 months ago and are renting in Matua. It is a fantastic suburb with friendly locals.
We have a 4 year old and a 2year old as well and te kids love...
