Yes, A carrier such as UPS/Fedex/DHL will always charge you the taxes and duties (and often a fee) - sooner or later.

As someone who works in International Logistics, I can help you out a little here:

If you put the real value on the label, your brother will, without fail, be stung for VAT (17.5%) plus duty...
