Im attending for e3 visa interview in next 2 weeks time....I was filling up DS 160 I was asked whether I have been refused visa to USA yes or no

if I say yes they are asking why ?

When did you book your appointment at Calgary because its say 37 days for an appointment.

Would it makes any difference if I go to Canada rather then Sydney..I mean to in view of decision making for the case by the officer.

1.Right now I am in US on Visa Waiver Program.
2.Fortunately I got a Job offer...
