Reading the instructions for this form and under 'Who may apply', it doesn't list E3, only 'Dependents of a Principal E Nonimmigrant'. Can an E3 visa holder use this form as well?

Mine was certified in 5 working days (submitted November 12). Other people in this forum recently have had a response in either 5 days, 7 days or more - up to 13 days (working days).
