In my case DMV officer just asked me to bring letter from Social Security Office, that I don’t have SSN. But it takes place in NY.

I`m in the same situation. And in a college I received answer "NO". I have to wait student visa first, get SSN and just then I will be able to work on campus.

P.S. And if the answer will be "YES",you need to ask them to resend Pakage Control, you have to tell them your new adress, then write a letter with explainig your situation and your photo.

Maybe somebody knows does INS send back any notices about received package of documents, I mean that INS received the mail from me, and documents in process or about cancelled checks?...
