It's a problem because, whilst on the one hand we need to eradicate child porn, on the other hand we don't want the Government jumping in and having editorial control over the Internet.

YES! But the solution was very simple. I wear ear plugs. The foam ones from the chemist work OK but, many years ago, I had a pair custom made. They guarantee a comfortable night.

You may be right. If, in the UK, an adult encounters a child in distress the 'safest' thing to do is probably to call the police and let them deal with it.

I know very few people whose lives have been thus affected. On the other hand hassle with government departments is commonplace. Your are not 'good' just because you work for the civil service.
