Ontario is larger than some European countries, so it's really hard to generalize.

If you stay to the south (the so-called "golden horseshoe) or the Ottawa region, you'll find it very urbanised...

That being said, Red Lake is not Thunder Bay! In fact, it's a few hours drive northwest of the city. In the actual city, I really don't see people lake swimming. Lake Superior is very cold for one....
