Delivering Documents

Would it be advisable/beneficial to deliver I-485 and 1-765 etc... to the INS here in New York, NY and wait to speak with someone there to ask about the process time to get the okay to start working....

Had the medical for the INS yesterday and was told by the doc to get a lawyer to complete the application for perminant residence and it would cost upwards of $5000!
