Unfortunately I suspect you are correct in saying it's practised in India. You should check with the GMC at Bambolim who will probably refer you to the Mental Hospital also at Bambolim.

Hiya, an OCI is on par with an Indian citizen so an OCI (and also PIO) can register property without a problem. However, you need to check the rules to find out whether an OCI can confer PIO status...
