That's a no-go. You must live within the boundaries of your school (district). It's related to property taxes. Officially, a US citizen living in Tijuana can't come to school in San Diego....

That's a good point. I have thought about the limitation of British by descent citizens not being able to pass on the citizenship outside of the UK before.

I think it's wrong to classify citizens into different groups. If you're a citizen, you're a citizen, with the same rights and obligations as everyone else.
