Well, first off, the good news! is that the H1 petition has been approved.

He had not being getting paid for so long now, but atleast this
did not prevent him getting the H1,...

I see things more clearly now, thanks so much for your much appreciated
help. We are so ignorant about these laws and bring much anxiety upon
ourselves. Yes the current H-1B is still valid...

JJF, Thanks for the reply jjf. From what I understand then there should not be
any problems if he goes back to his home country with the petition from the
new employer and then applies for a visa. ...

Thanks for the reply Chris. It is much appreciated. I have seen many people
out there have similar situations. Their employers have stopped paying them
or have started paying them less etc, and so...
