Different rate for different nationality ?

We will be on travelling to Australia soon and look around for car rental.
Found out that Buget / Avis / Europcar sell diffrent rate to diffrent nationality.

Hv search around and still can't find a good one , anyone hv any suggestion ? would prefer one with unlimited KM.

My uncle (from Hong Kong) has did some offence whereby he is prohibited to stay at his home town Hong Kong & Mainland China.

His immigration agent thought him to migrate to Australia ( Brisbane)...
