It was the 2nd. What I can’t get my head around (unless I’m reading it incorrectly) is that he wasn’t even put forward for a waiver even though they said he would be. I feel like we’ve waited...

Here is a copy of the email. It’s strange that they didn’t ask any questions at all and gave him a letter to say they would recommend him which was back in August. Thanks for replying.
