Talk to your HR rep and your manager. Only they will know. I heard of a few (very few) people who got similar exemptions. Not sure about the details though.

the only way to get past this is to have NEOM issue exemption letter for you. If your set of skills is very unique and hard to find, the can do this. Ask your HR and manager about this option.

The standard package, which provides free amenities (housing, laundry, meals, transportation) is not usually in luded in offers. It is pretty much a given.

Try to push for it, just draft a summary letter showing how much you are making in total including your benefits - just show the total amount. If you get tax deductions, include that as well. Never...
