Yes that is correct. No live trace means that there are on charges or any conviction of any kind i.e clean. That's normal and what I would expect in applying for another certificate.

So, where can I get a UK sized passport photo?
UPS don't do them. I called a Walgreens and they say they don't do them but just a standard 2x2" size.
