In short, yes. As a dual (or more) national, whichever passport you enter a foreign country on, the country of that passport is the country that you will need to ask for help in an emergency. I don't...

I went straight from my ceremony in Honolulu to apply for my US Passport for very similar reasons. Should work out fine. If paying by check, make sure to take several with you as you'll need to pay...
