Update: so HMPO customer service just replied to my online enquiry and said "....You can still apply to renew the passport, you can leave his passport number blank when applying."

We finally got the passport on november 15th. It took 8 months in all.

UPDATE: He called and they gave him an alternate address to post it to. They got it in 2 days and now we have our interview next week.
