Yes it was a traffic regulation - Not so important for the original post but for anyone interested... I came to a full stop at a red light and waited ~30 seconds for the lights to change at an empty...

Thanks, I assumed I probably had some of the terminology incorrect - though looking at my physical card it does say "Card Expires: 02/XX/2021",

Currently still living on the UK Three network after 4 months in the country and rarely has it caused me a problem. I pay 14GBP per month for 15gb of data in the US and all calls back home are free....

Thank you everyone who has contributed. Looks pretty clear that it therefore isn't even an option, and so I will look to take a test in NY to obtain an NYC license once we have found a place to live....
