I believe it is possible to submit both priority & non-priority applications in Mexico.
Our application was non-priority.

Yes the Priority service has an additional cost.

FYI, I had to send documents to Mexico for an application and used https://www.transglobalexpress.co.uk/.....ended up booking a UPS option...cost about 20 quid and arrived in 4 days.

I don't think I could get a local authority to do anything...maybe the best we could do is get her national ID card officially updated with our current address...although that would only be valid...
