The Finance Industry is very well-established in countries such as Bahrain, the United Arab Emirates (Dubai, Abu-Dhabi, etc.), Kuwait, Qatar, etc. so the region isn't short of financial institutions....

Best thing to do is to walk into a local Job Centre (they usually handle issuing temporary and permanent NI numbers).
I called the number and was given an appointment. It takes a few weeks to issue...

Thanks - that's really helpful. Unfortunately it's not a PR. I'm on a temporary work visa issued by Quebec, so it looks like I can't work in Ottawa.

I'm definitely fluent enough hold a conversation in French, and I can read and write French. But I speak with an accent and I do make the odd mistake here and there.
