Is a new passport actually a 'change of circumstances'?

CAB told us its not a change of circumstances and the visa data is held on the BRF.

backstory:

Spring time last year, migrant spouse arrived in the UK with valid spouse visa, BRF etc.

I got my ToR number a few weeks a go, actually the ToR people dont seem to have a clue as to how the process works and didnt seem to give a shit and it appears my items were processed without issue,...

do I have to show HMRC copy of foreign visa in a foreign country to show I was there with foreign tennacy agreement?

nah, i sent/received parcels before the system works internationally believe it or not, the tracking isnt the problem its avoiding the ***** at Parcel Farce.
