- No marriage certificate for my wife's parents (mother took it with her when she left)

Correct, her mother has a French passport, and all the family on her mother side are French and live in France.

Question is asked on behalf of my wife...

Her mother was born and raised in France, but has lived in the UK for the last 40+ years. She has dual (British and French) nationality.
