I've found credit unions to be a lot more easier to work with. I'd try them first and then open a bank account. They tend to open to giving you credit cards too.

I've found that dealing with the IRS directly e.g.via phone may be easier in this case to get the clarification you need. They also have the ability to apply leniency to first time errors. Good luck!...

Thanks for the feedback everyone. We were looking at ways to get her UK ILR quicker but it seems that you'd have to be UK resident for over 3 years before she qualifies unfortunately.. Good point...
