even if he can implement a ban based on religion will it not need approval from the court which might take as long as the visa bulletin says it takes for sponsorship?

I just did a quick search on Mike Pence and seems like he is running mate who also happens to oppose the ban but that was months ago I hope he hasn't changed his mind.

Not much, I know he is the Indiana governor but why do you ask? Trump recently said he won't ban muslims from Scotland, I am hoping that applies to England too even though they're the same country...
