Perhaps, but I don't think it's uncommon for people to buy Canadian health insurance so they don't run into problems such as paying for hospital bills and then having to contact the insurance...

I just did that exact search (IEC insurance) and read some forums, they all pointed me in the direction of Canadian health and travel insurance companies such as TIC, 21st century etc.
