Is there anywhere that states conclusively that it is NOT ILLEGAL for a foreign national to marry a USC while in the USA on a B2?

Usually it's 21 to sell, but (depending on VA law) she might be able to work on the premises as young as 16 as long as she's not handling alcohol.
