A conviction is by a jury or judge in a court of law. That was our understanding originally and I just looked it up in the dictionary and got the same answer! He was fined just like anyone else who...

Just fines... License was suspended just until he had paid the fines. Which is just a Louisiana thing apparently.

He hasn't yet no... Probably should get started with that. So far just done what we have been prompted to do. Definitely a DS-261 choice of address and agent form.

Are you in the uk? I'm not sure if it is an option for you but we had my husbands cousin buy a money order in america, send to us in Nz and then we included it with our documents.
