I checked with my friend. All those clothes are for personal use.

I reckon they just didn't realize the HMRC policy for personal effects and didn't claim it?

I checked the rating for both Eastbourne and Plymouth and found the reports are not that updated comparing with Ofsted report.

As long as the number of nightclubs are not that many compared with Brighton, we are fine with it. :D
