One final thing,

When approaching the officer, do I introduce myself as 'Hi I'm entering under a L1b for the first time'

Or just hand him / her the passport and let them figure it out?

Almost, you have to pay the $500 anti fraud fee at the embassy. Hopefully you can claim it back through :)
