Based on my experience, ACA in Arizona was run by the federal gov. and did not allow people over the age of 64 to register and purchase insurance. In California however the locally run system allows...

In California he can buy health insurance for a very reasonable price even if his age is over 65.

I tried self check, but because I have a block with a credit bureau so I can protect my credit from ID theft, it could not provide me with a self check question.

I believe that they are very, very wrong. If you have a Green Card that is your authorization. I never show my SSN card anymore to anyone. The Green Card should be more than enough.

There is a new pilot program to let in non-LPRs but I don't know if that is limited to undocumented immigrants here in the states.

What state are you planning to go to? If California you can use California Covered. It will cover and even subsidize recent immigrants.

The Indian Gov. provides special status to those Indians that lost their citizenship due to acquisition of another citizenship. So if he does not submit the passport he may be creating problems for...

I also called their 800 number and got similar responses, but experience says better trust brains on British Expats, then check with a lawyer and take only lightly...
