There is a lot of information online, but that is pointless. I can mainly speak for Spain but the process in Portugal is similar. Your only true source is the local town hall and take it from there....

All I know is that nothing is cheap anymore and everything in Spain requires permits that cost money. Any flats that are cheap will either be illegally occupied or extremely bad standard, or tiny.

I haven't been recently but have friends who visited a few months ago and what put them off was the amount of litter everywhere. I know it's always been bad, but personally I couldn't deal with it....

I wouldn't worry about weather going North of the med, it can actually be worse with storms and rainfall in South during winter and too hot in summer depending on location.

In any case, 500mm of rainfall in a few days is a serious amount. As a comparison, in the West of Ireland where I'm from, we receive on average 93mm for the whole of February and people here complain...
