Photocopies of US certificate of naturalization

So, What is the official story on taking the photocopies of the US certficate of naturalization.

On my certificate, it says it is unlawful to do so.

However, I've heard that it is not unlawful...

My confusion was regarding the I-130 part of the I130+I485.

I understand that even if one files I-130 and I-485 together, I-130 processing happens first - and until I-130 is approved, one is not...

Ok so what happens in the following case:

Parent arrives in the US on visitor visa
She is given I-94 for 6 months
One files for I-130 and I-485 after 60 days
6 months are about to expire and...

So, if I-130 and and I-485 can be filed together, what should one write where it says A# in I-485 ?

Or leave it blank and they'll understand ?
