eventually, we declared at the Embassy that my partner is planning to continue his PhD studies in Israel from afar - while living in the US.
I got a J1 for my PostDoc, and he got a B2-cohabiting...

Thanks again for the help!
We finally wrote the embassy, and got a reply there is no problem studying and getting paid - as long as both are based outside the US.
