I am not filing DCF in London, as I am on a student visa, just at the end, and will be going home in December, as I have a job lined up there.

Just as an FYI and response to my own question...my I-130 was mailed back to my mom's address (my permanent address) in order to send it to Chicago. So, I guess student visa doesn't count as resident...
