I have worked at least 4 hours per day, 6 days a week, can it be considered and added to the full-time experience (more than 40 hours per week)?

If I apply for skills assessment there is an additional service(plus additional fee) if you want to claim points for the experience (EA provides recommendation for the exp to DIAC and then DIAC...

Actually it doesn't mention anything about part-time employment. It states that one should have more than 3 years exp. to claim points for job experience.
