For kindergarten as far as I am aware starts at the age of 5 in BC. So if kindergarten starts in September as long as you turn 5 during that year you are eligible.

Yes - all 3 of us have current Canadian passports, I also have a current UK passport, and hubby has a just-expired UK passport. So we could come and go as we please in that respect.
