Don't give them anything to be difficult about, that is my advice.

I would also bring with you the exact photo requirements to the photo shop. The shop might think that they know what you need...

Have I just been an idiot and wasted everyone's time? Just seen Rene's original post and she asked about a VWP, that probably stands for visitor waiver as opposed to visa waiver?
