Home Office reference numbers on ILR application question

Is it required/helpful to provide Home Office reference numbers for previous Visa applications?
I'm just wondering as my Wife was granted an Ancestry Visa and subsequently ILR before in the 1990's....

Her Visa is valid until 13 July 2022 but the Issue date is 29 June 2022. My understanding was that we applied up to 28 days before 13th July 2022. Is this incorrect?

They are 15 and 19. Their original photos were taken when they were very young.
Would it be ok to get someone in the UK to countersign their photos then send the application on from there?
