That means

Appendix-3 that was announced on 29/11/2010 and still effective all countries will remain yet some country lists will be updated.

Is it correct?

I did my Master of Engineering from Asian Institute of Technology (AIT), Thailand and which is in the list of qualification exempt from assessment(Appendix-3). Obviously I am gonna claiming point...
