I suspect it depends on the state the company is in, and which processing center gets the application. There's more than one step in the approval process.

It's the same place that stores small electronic items for a fee - a pharmacy about 100 yards up the street north of the front of the embassy. I had to go there during my interview process in April....

BTW, you can get ITV and other channel's stuff through the BBC IPlayer interface now, so there's only one bit of software to keep pointed in the right direction.
