Really.. I can't believe this. If this is the case, its so much easier to send along just the change of circumstances form.

Why don't they require additional documents to support what I claim?...

You friend can take the 5 points for spouse skills and add it to his own to make 115. This is fine. But your friend's spouse should meet the age criteria and english language criteria,...

This information is right on the application form. The draft has to be payable to "The Institution of Engineers, Australia" and payable to any bank in Australia.
