You will have to apply at a consulate for a visa to be reissued. Usually London will issue visas by mail to those in a lawful status in the U.S. You must have a passport to apply for a visa though.

Depends on where you are. If you are in the U.S. you can file an I-485 (application for adjustment of status) right now (you don't have to wait for the I-130 to be approved) and will be interviewed...
