I think you are a bit confused about it....The Assessment is valid for Life time.But you just need the NEW DOCUMMENT from EA by just PAYING EA a fee($75) and...

I submitted my PCC on my own(Without CO requesting me)on 10 Nov 2009....and mine application was granted on 06 DEC 2010.PCC was expired at dat time but my CO gave me initial entry date of 10...

Yes,there is no harm to contact IGIS again.If you get six months standard timeline ,then it' ll take more time.Other wise some thing else can be speculated.
