Yes but not sure how long you can stay. The only place you need a visa before you travel is China proper.

Olly,

If you are just going to Hong Kong just turn up with your passport and head to the immigration counters and you will be stamped in (offically called a visa on arrival).

You will get a visa on arrival at immigration in Hong Kong and as a British passport holder you can stay for up to 6 months so 3 nights will be fine.

I think that San Fernando would be 30 to 45 mins driving depending on the time of day and traffic etc (traffic conditions can vary quite significantly with out rhyme or reason).

You can find decent accomodation all over Manila for much less than the USD 2,000 / 3,000 you have seen advertised. A fairly decent apartment in Makati (which is the cbd) should cost...
